49th KPR Anniversary, BTN Has Distributed 5.7 Million Homes for Indonesians

JAKARTA – PT Bank Tabungan Negara (Persero) Tbk (BTN) celebrated the 49th anniversary of its Mortgage Loan (Kredit Pemilikan Rumah/KPR) program on Wednesday, December 10, 2025. As of December 8, 2025, BTN’s total mortgage disbursement has reached approximately 5.7 million homes across Indonesia. This achievement reflects BTN’s consistent commitment to expanding access to housing finance for all segments of society while supporting national economic growth.

Over the past 49 years, BTN has disbursed mortgages with a total ceiling of Rp504.18 trillion. This includes 5.23 million conventional mortgage units and 456,749 sharia-based home financing units. Of the total, 4.38 million units were subsidized mortgages, while 1.3 million units were non-subsidized.

BTN President Director Nixon LP Napitupulu stated that this milestone highlights BTN’s significant role in meeting the public’s housing needs while driving economic activity through the property sector.

“BTN is proud and grateful to have served 5.7 million Indonesian families over the past 49 years. This achievement is the result of consistent efforts to become the bank of choice for fulfilling people’s dream homes. However, we cannot be complacent, as millions of Indonesians still do not have homes or live in inadequate housing conditions,” said Nixon in an official statement.

BTN’s mortgage journey began on January 29, 1974, when Finance Minister Ali Wardhana assigned BTN to implement the national housing financing program. BTN officially disbursed its first mortgage on December 10, 1976, totaling Rp38 million for 17 housing units in Semarang and Surabaya.

Since then, BTN has grown into the preferred bank for first-time homebuyers. Mortgages remain BTN’s core business, contributing more than 78% to its portfolio and capturing around 40% of the national mortgage market share.

“BTN has played a key role in driving the national economy through the housing sector. As the leading housing finance bank, BTN is an integral part of Indonesia’s property ecosystem. With more than 8,000 developer partners and government support, BTN contributes to 185 related economic subsectors,” Nixon added.

Vice Chairman of the Indonesian Real Estate Association (**Real Estate Indonesia / REI), Bambang Ekajaya, stated that BTN remains the main strategic partner for developers in providing housing for the public. BTN’s strong branding has even led people to commonly refer to subsidized housing as “BTN houses.”

“Because BTN is so well-known as a housing bank, people often say ‘BTN house’ when referring to subsidized housing. This branding has been deeply embedded for a long time,” he said.

The long-standing partnership between BTN and REI has been a key foundation in expanding access to affordable housing. With REI established for 53 years and BTN delivering mortgages for 49 years, both institutions have worked hand in hand to develop Indonesia’s housing sector.

However, Bambang noted that competition in mortgage lending is becoming increasingly intense, with other banks offering similar products. He emphasized that BTN must continue improving service quality to maintain its leading position.

Developers, he added, expect BTN to simplify and accelerate mortgage processes, particularly for subsidized loans. Faster and easier procedures are crucial to ensuring low-income communities can quickly access home ownership.

“REI hopes BTN will strengthen its commitment to supporting the housing sector. Services must continue to improve so that consumers can obtain subsidized mortgages through simpler and faster processes,” Bambang stated.

Chairman of the Indonesian Housing and Settlement Developers Association (**Apersi), Junaidi Abdillah, emphasized that banks—especially BTN—and developers are inseparable partners in delivering housing programs, including subsidized mortgages under the FLPP scheme. He noted that 2025 has been a challenging year amid the implementation of the government’s 3 Million Homes Program.

Junaidi expressed hope that BTN, as the dominant player in subsidized mortgages with over 80% market share, will continue contributing through financing innovations and outreach programs.

“I see BTN becoming increasingly proactive, reaching rural areas and targeting informal sector workers—from barbers and food vendors to ride-hailing drivers—who were previously underserved by banking services. This has been proven through mortgage approvals for informal workers in several Apersi projects,” he said.

Data from the BP Tapera shows that throughout 2025, Apersi has built 66,147 subsidized homes, accounting for 29.88% of the national FLPP distribution of 221,395 units. This makes Apersi the second-largest contributor to FLPP mortgage distribution nationwide.

Between 2022 and November 14, 2025, Apersi has delivered 219,631 subsidized homes, with total FLPP mortgage absorption reaching approximately Rp26.3 trillion. These projects are spread across 5,416 housing developments in 311 districts and cities across Indonesia.

Of this total, 130,514 units were financed through BTN’s FLPP mortgages, representing 59.42% of the total absorbed by Apersi members during 2022–2025.

“FLPP mortgage distribution by Apersi is carried out in collaboration with partner banks of BP Tapera, including BTN. Therefore, our 3,100 members are ready to work hard in December to help achieve the national FLPP target of 350,000 units this year,” Junaidi concluded.
